laura? >> hi, carolyn. this hospital has been to the brink and back, but always from so called bridge funding came through to keep the hospital open. during recent battle in sacramento, state lawmakers decided to pull their money out of the pot as it were, and now, the hospital cannot afford to stay open. >> did a series of health set back as leasha visits the hospital often. for her, it's a good thing the hospital just four blocks from her home. >> it's really hard for me. because i live by myself. and it's -- if this is not close enough, it can take you lots of trouble. >> but now, doctor years is in danger of closing, again. that is after state lawmakers polled a -- pulled a plug on $12 million per year in the supplemental funding.

>> this change happened unexpectedly and quickly. it's what has driven the financial crisis we're experiencing now. >> according to a study, the emergency room serves about 40,000 patient visits per year, average wait is just 30 minutes f the hospital closes, the closest room is kaiser permanente in richmond. the wait there is up to 12 hours. >> so if you have an emergency it will be tough for patients to be gooding there. -- going there. highland is the next place. >> doctors can't survive without state funding because 80% of the patients are on medical or medicare. 10% have private insurance and the rest can't pay. >> we're meeting with the state later this week tochl plor continuation of state funding and continuing our discussion was other hospitals and optimistic that we can continue to get support. >> and now, not everyone thinks the hospital should

have the force disbanded. and abc 7 reports. yesterday, pro testers brought san francisco's evening commute to a stand still by climbing on a train. today they focused on bart's top brass and had one specific question. >> why do you need your own police department? >> it was the first committee meeting since an officer shot a man at the station last week and some board members seemed to have similar concerns. >> if we can't turn this around? if we can't become the force we need to be, then we need to take a look at alternatives again. we need to look at them, seriously. >> the police chief gave an update that left the 45-year-old charles hill, dead. police say he was drunk, armed with two knives. and officers fired within a minute and the updates failed to offer new facts.

the csu board approved a 12% increase for all 23 campuses to makeup for deep cuts in funding. and tuition rises to nearly $5500 per year, keep in mind that does not include room and board, just tuition. they approved a $400,000 compensation package for the new president of san diego state. $100,000 more than his predecessor. the governor saying quote, assumption is that you can't find a qualified candidate unless paid twice that of the chief justice. and they approved it anyway. >> voters may have a say on reworking pension benefits given to city workers. two competing plans to get costs under control could appear on the november ballot. and some city workers don't like either one of them. >> they're saying san francisco is broke. my ass! san francisco is not broke, it's one of the wealthyest

cities in the world. a group says they don't like either one of the proposed pension reform plans not even one their own unions support. >> they ignore us and no other choice than to take it directly to the public. >> these workers mostly health care say they don't like both plans would tie benefits to ups and downs of the economy. backers say it's necessary so rising costs don't force closure stiff services. but the two plans couldn't be more different. the city hall plan is a carefully negotiated compromise between unions and politicians. competing plan is a nearly yun hat tral effort by the public defender you want the solution, kicking the can down the road or a real solution? that is a choice voters will have to make in november. >> they gathered 72,000

it's worse than it looks. that is the message from republicans on the contentious debate over raising the debt limit. a government default could happen august 2 if a compromise is not struck. abc 7's mark matthews is here and timing is critical. >> public opinion is swinging in the president's favor but the clock is running out. today it appears there is less time than originally thought. economists tell us congress must raise the nation's debt limit before august 2. or all sorts of bad thing koz happen. >> financial markets would roll over. it's something we'd feel in retirement accounts. >> today, snot snath republican mcconnell came up with a plan allowing the debt limit to be raised. >> i would advocate we pass legislation giving the president the authority to
